For most places in England you will need to do a foundation diploma first before going onto a specialist course, like I'm sort of doing now, so that could count as your 'art and design' year. The best places for specialist illustration are probably Falmouth, Brighton and Edinburgh, but I also looked at UWIC, UWE, Camberwell and Winchester School of Art (which you don't need a foundation for). ALSO, Aberystwyth do a Fine Art degree where you can specialize in illustration later on (:
